Richard A. Schulman

Richard Schulman focuses on government regulation, primarily land use, along with appellate litigation. He assists clients with all aspects of the development process, including subdivisions, zoning, environmental analyses, regulatory finance (special taxes, special assessments and fees), and litigation arising from those matters. His practice includes a significant amount of appellate work, and he has argued or prepared briefs for several published appellate cases. His regulatory finance practice includes a great deal of work relating to community facilities districts, in both the establishment of those districts and their issuance of bonds.

Mr. Schulman has been a member of the Board of Directors of the Stanford Club of San Diego, school site governance council, and the Tierrasanta Community Council. He is currently also an adjunct professor teaching law school classes.
