Richard Schulman focuses on government regulation, primarily land use. He assists clients with all aspects of the development process, including subdivisions, zoning, environmental analyses, special taxes, special assessments and fees, as well as litigation arising from those matters. His practice also includes a significant amount of regulatory finance work for clients involved with community facilities districts, in both the establishment of those districts and their issuance of bonds.
Mr. Schulman has been a member of the Board of Directors of the Stanford Club of San Diego, school site governance council, and the Tierrasanta Community Council.
